[cisco-voip] updating UCCX 9x HA scripts?

Another thing you may not know about HA is that config changes to the DB
will be locked if the second node is offline.  This is different from say
CUCM, where a Sub can go offline, and you can still change the Pub.  In
UCCX, the cluster has to be healthy for changes to happen.
