No CUIC is included and is just the replacement for HRC.
The included version is essentially the same as HRC but web based. There is a premium option with more features available. That is, as expected, at a cost.

We're still using Historical Reporting (I think that's what you meant by HRC).

Are there licensing costs associated with CUIC?

Yes.  And CUIC is the way to go for reporting.  In fact, if you have not yet deployed a UCCX 10.5, then you may not know HRC already went away.
