Sounds like you're talking about Jabber Extend and Connect.

And you're right about how it would work.  You can control your home land
line phone with your Jabber client.  UCCE has had this feature for some
time, called Mobile Agent, and requires two CTI Ports (LCP+RCP).  Now we
have it for regular folks or UCCX folks.
