[cisco-voip] ATA190 Plar SIP Dial Rule

So I have tried it with the 190 and the 187 so far and WITHOUT a SIP dial
rule and just a SCCP PLAR config I just get tone. When I add in a SIP dial
rule (configured with a button parameter of either 1 or 2) I get dial tone
for a few seconds, then dumps to a fast busy. I know the SCCP plar portion
is working because if I apply it to a SCCP phone or an ATA186, works just
great.
My CUCM version is 8.6 so I had to add the device pack for the ATA190, but
still, I haven't seen any referenced docs that state it doesn't work. I
think I am going to try the TAC route. I'll let everyone know what comes of
it.
