[cisco-voip] transferring off-net to off-net (shows on-net external mask on target)

Is this a blind transfer?  It may be trying to update the calling
information but failing.

Sometimes setting the Cisco CallManager Service Parameter "Display Original
Calling Number on Transfer from Cisco Unity" to "True" helps with this
situation.
