[cisco-voip] ILBC

I am studying for my IE in a few weeks so I am just working in the lab Had to use a 7941 cause it was all I had and I guess I just never tried to use ILBC on a 41 before. Definitely    had me scratching my head for a few minutes.

I assume those troubleshooting steps are referring to the 7942 and 7962 and not the 41/61.
