[cisco-voip] expressway licenses - PUT or actual new order?

Can someone help me out understanding how I get the Expressway licenses? 

I put an order through PUT using my ESW/UCSS contract numbers and I was able to get a quantity of E and C servers. 

Does this provide me with licenses? 

When I go download the software, it's asking me to put an order using the top level SKU: UCL-UCM-LIC-K.
