[cisco-voip] UCCX Cannot Create any CM groups - CSCup71611

I've hit this issue three times now, over the last 6 months or so.  One
time I simply reinstalled UCCX and tried again and it worked the second
time, so definitely not a 100% guarantee that it will fail.  On the first
install attempt, I tried to update vmtools right away, and the second time,
when it worked, I did not update vmtools right away.  Could be a
coincidence, and I don't have time to find out, but thought I should note
it.
