[cisco-voip] 8.6 SW_Feature License

INCREMENT SW_FEATURE just lists the major CUCM version for the cluster.

INCREMENT CCM_NODE sets how many nodes you can have in the cluster.

License should only have the License MAC of the CUCM publisher.
