Yes, the MRGL of the conference initiator (Conference Softkey, Join
Softkey, MeetMe Softkey, etc.) is what determines the conference resources
used.  In the case of ConferenceNow, that could mean the initiator is the
PSTN gateway, if the conference is started from outside the network.

Your two example scenarios are correct, too, by the way.

The CUCM 11.5 SRND states:

"How you group the resources is completely at your discretion, but Cisco
recommends grouping the resources by using a logical modeling of the
geographical placement whenever possible so that all endpoints at a given
site use the conference bridges closest to them."

So, yes, you are correct that having local, or geographically close, media
resources is the recommendation, however, it also says "your discretion."
 Which means, there is no wrong way to do it.  If your design satisfies
your requirements, then your design is right.

Lastly, I will say that I agree with what Josh replied with.  It's also
more common place to centralize resources, with the notion of cloud
becoming more acceptable.  Not to mention bandwidth increasing at the
branch too.  I rarely see less than 10Mbps at branches these days.  Things
like codec compression (g729), local resources, and the old MOH multicast
hack to save WAN bandwidth are becoming a thing of the past.

Heck, Cisco already recommends against CAC for video, and when Opus (or
another variable bitrate codec) takes over, we might see the end of CAC for
audio too.
