[cisco-voip] Curiosity: New IP Communicator

There have been a few updates to CIPC in the last couple of years, but I
haven't read the release notes as to what, so someone has been spending a
bit of time on the code.

I've seen a lot of contact centers use CIPC, I don't see it going away soon.
