[cisco-voip] New install 11.5 phones won't register or the subscriber

I a installing a bk6 11.5 cucm. When I build the second server in the system, it doesn't show up in call manager group screen. Also the phones will not register. Either auto or when I add the phone?
I don't have dns set. 
Anyone seen this. 
Will open a ticket with TAC tomorrow.
