We did a similar upgrade from CUCM 9.1.2 to 11.5 using PCD and it didn't require communication to PLM.
We took care of the licensing the following day.

I have a customer with CUCM 6.1.5.11900-1 that I plan to upgrade to CUCM 11.5.1SU5 (Matrix says it is supported, all 7925 phones/loads are good). I plan to use PCD 12.1.1 with PCD Migration.
Does PCD 12.1.1 need to talk to a PLM/Smart Licensing? The PLM servers are still 11.5
