No pcd 12.1 does not need to talk to plm or smartlicensing.
Let us know how that upgrade goes, that’s a long way!

I have a customer with CUCM 6.1.5.11900-1 that I plan to upgrade to CUCM 11.5.1SU5 (Matrix says it is supported, all 7925 phones/loads are good). I plan to use PCD 12.1.1 with PCD Migration.
Does PCD 12.1.1 need to talk to a PLM/Smart Licensing? The PLM servers are still 11.5
