[cisco-voip] Moving users between OUs

I've seen the RDP disappear for a user on CUCM 11.5 as well with only one
LDAP directory entry.  Not sure if the location in AD changed for the user
when it occurred but the audit logs did not show the RDP being deleted by
anyone when it happened. Audit logs showed the RDP being created when the
user was added to the system and when RDP was re-added after it went
missing.
