[cisco-voip] route calls to VM after sending to Route list

I have a problem where I send a call to a route pattern, route list. if I get a busy signal, I want to send the call to voice mail or have UCCX pick it up.I have tried to use the same pattern with different partitions but it never goes to the second partition.
I did this years ago but can't remember how and that was 8.5
