[cisco-voip] Charlie - Spark bot to deliver CCX/CCE updates

I am on WebEx Teams for sure, and I would highly doubt anyone could even
still be on Spark, as the entire platform switch over.
Anyway, you're probably thinking that because the bot itself is hosted at
sparkbot.io, which has nothing to do with the WebEx Team app. It could be
hosted anywhere.
Just add update-charlie at sparkbot.io to a 1:1 room.
