[cisco-voip] Webex hybrid call service connect unable to find user

This is when you've got to look through the B2B setup and make sure MTLS is
setup properly and that the certificates for Webex have been imported into
your Expressway-E.  If you run diagnostics logging on the Expressway-E for
a call, do you see anything in the capture for tcp.port==5062?
