[cisco-voip] Multiple COP Files Requiring Reboot

I should mention, that normally I would open a PDI case for this type of
question, however, it seems as though PDI dropped support for UCCX.  If
this thread doesn't get any traction, I might just open a similar case for
CUCM.  I thought I'd try a quick check here first.
