[cisco-voip] Configure Vg224 fxs as fxo

All of the hardware in a VG 224 is FXS.  There are significant differences
between FXS and FXO and unless the manufacturer gives a hardware way to
change it, like DIP switches, it will not be changeable.

The Bogen TAMB equipment I worked with in the past had DIP switches to
change it between FXS and FXO.
