[f-nsp] BigIron 4000 w/M4R4G Problem

I'm setting up a BI4000 with M4R4G and B8GC. Instead of booting up
normally, it runs this message continuously until we shut it down.
BigIron Router#
BOOT INFO: RESET ANY
master arbitrate : primary arbitrator is already there.
BOOT INFO: Become standby CPU module
Enter standby loop...
No active module
master arbitrate : primary arbitrator is already there.

master arbitrate : primary arbitrator is already there.
BOOT INFO: Become standby CPU module
Enter standby loop...
No active module
master arbitrate : primary arbitrator is already there.
BOOT INFO: RESET ACTIVE
master arbitrate : primary arbitrator is already there.
BOOT INFO: Become standby CPU module
Enter standby loop...
No active module
master arbitrate : primary arbitrator is already there.
And on, and on........
Is this a SW/config or HW issue? We've never seen this before.
