[f-nsp] B8GC boards

Hello there,

we're not able to make B8GC board work on IronCore BI 8k chassis.

Output to sh mod:

> S3: B8GC Copper Switch Module, SYSIF 2     OK          8   00e0.52c0.c540

the board seems to be ok, but we cannot make any port on the board work.
No signs of life out of loopback tests or other switch or routers 
connections.
