[f-nsp] ISIS loopback interface configuration

Hi Vinny et al,

That is what I am leaning towards also. On a Cisco, the isis metric of a
"passive-interface" appears to be 0 - I guess I cannot achieve the same
on a Foundry. Not that it matters much - I would just like for our IS-IS
metrics to be consistant but oh well.
