The FESX supports shaping on egress and policing on ingress (per port). It should be fine for your application making note of the fact that the granularity of the egress shaping is around 600kbit/s.

Subject: [f-nsp] traffic shaping with fastiron?
Hello!
We would like to use a FastIron FESX424HF for a project. Are we able
to shape the bandwith of single ports on that system?
Regards,
Matthias
