[f-nsp] WSM6 Bricked?

This new card might have the wrong boot code, but it won't come up, keeps
cycling.  I've tried to sync it with another WSM6 by putting the foul one in
slot 2 after a good card comes up, but no luck.  The card just keeps
cycling.

I've also tried to get it to boot from tftp, but every time I type in the ip
address, I hit enter and the card starts trying to reboot.

Here's what I get:

Going to bootmon I get:

BOOT MONITOR> ip address 192.168.0.77/24 ý
BOOT INFO: RESET ANY
master arbitrate : become primary arbitrator.
BOOT INFO: Become active CPU module
M2 BI Boot Code Version 07.06.01

Hitting enter when I set the ip sends it cycling again.  I'm sort of
stuck.  Any suggestions would be great.
