[f-nsp] Problem with WSM7

Hi all--

I'm trying to bring up a WSM7 with 11.01, and I'm having a little trouble.
Alone, it gives me this error at bootup:

WARN: Failed to copy system code to module 2(1) because of wrong ext code
size 0

But if I load it as a standby module, it comes up fine, syncs fine.  When I
failover, it boots and gives the above error again.  WSM initialization
tries to come up, and I can get the # prompt, but a show flash gives me
this:

This suggests that the files aren't even there on the WSM mods, though they
appear with a show flash when the same card is a standby.  Again, syncing is
fine, codes are identical.

Anyone got any ideas as to why that's happening?  As always, your help is
greatly appreciated.
