[f-nsp] BigIron 4k/JetCore port flaps when removing port from VLAN

I don't think 9.x is an official firmware release for the Bigiron 4000, 
afaik it's 7.x and 8.x (latter for IPv6 support on jetcore), perhaps 
this is the issue ?
