Hi Scott,

Is this ordering problem still happen after rebooting ?

I was success with previous version of firmware (v12.0), at least it
worked after rebooting. But with current firmware (v12.1) I get no
success. I have tried ip policy frag-match-source as suggested, but it
still doesn't work even after rebooting.
