[f-nsp] Hitless upgrade on MLXe

Hello community,

Follow-up :

Just heard from the provider, Hitless upgrade feature has been 'temporarily
disabled' since 5.4 because of the introduction of OpenFlow support.

It should come back soon once they are fully confident it's not disruptive.
