[f-nsp] vlan byte-accounting issue on big iron rx

it gets "enabled" with that error message and shows in config but does not
do actual accounting, none vlan byte accounting works
using these cards: RX-BI-24F 24-port 1 GbE Module CARD_STATE_UP 24
some vlans span over couple cards but most of them are on one 1st card
