[f-nsp] management vrf on mangement port

What code version are you running?  Is this an MLX or something else?

If it's an MLX, I'm assuming you are running 05600b.  Have you tried
with an IPv4 address?  It seems like IPv6 support lags on new features,
and VRF support for the management interface is new in the 5.6 code.

I think that code is a bit new for most people to be comfortable running
it, so this is probably not a well-tested feature.
