VF-7401/Tones

Checking out 7401 and got to PL tone set-up, and it is really wacked
out.
Freq supposed to 70 to 200 Hz, counter readout 265+KCS to 510KCS...
Pulled chip out of a 2036A which uses same circuit, results were the
same so do not suspect tone genny, pots seem to be working as even at
high freqs, the pots do change the output freq, but the are way too
high.....Anybody familiar with the problem/circuit who may provide
some clues to problem...By the way, 2036A tones work just fine...
