Transformer question

Hello,

     I have a couple question about a transformer I have that I don't quite
understand. It's a 117 volt primary and a 12.6 secondary at 2 Amp.  On the
secondary side I actually read about 13.6 volts and almost no amps. When my
meter is set on 2 MA I only read .035 or so amps. Am I going about this
wrong? Does it need a load to draw the 2 amps or is the transformer no
good? Thanks in advance for any assistance.
