YES!

        You will need some kind of a load to see what the actual voltage is.
It will drop under a load.
        You will need a resistor.  Ohms law says: R=E/I, or 12.6/2=6.3 ohms.
At full load P=IE or 2 X 12.6=25.2 watts.  If you can find a resistor
(Preferably adjustable) like a 10 ohm or 20 ohm 25 watt or better wirewound,
you can "load" the secondary and measure the voltage.  To measure
current, the ampmeter must ALWAYS be placed in series with the source
of voltage and the load, NOT across the source of voltage!  Assuming you
have an ampmeter capable of measuring AC current.
