HW-101 Alignment Query???

I'm trying to get my HW-101 back on the air.
I am seeing the following behavior...any advice as to cause appreciated!
Under "Operation", "Transmitter Section", "Initial Tune Up" (pg. 140), it
says I should choose the desired operating frequency, place the METER
switch in PLATE position, turn the LEVEL control fully ccw, and when I put
mode switch to TUNE, the meter should read 50 mA....
On my radio, I get a reading of approximately 50 mA at any setting of the
mode switch EXCEPT TUNE, where I get S9+40. That is, I get a deflection at
LSB, USB, and CW, and I get too much deflection at TUNE. The BIAS control
has little effect on this reading.
When I go back to "Transmitter Alignment" (pg. 122) and start from scratch,
again the BIAS control has no effect on my plate current readings. I am
using the TUNE position to do this part, as I do not have a microphone with
this rig.
What am I doing wrong here, or what has gone bad???
