ISO 9000 Meets Heathkit

Call it a year, and be done with it.  If the counter is as stable as you
say, calibration should be as simple as verifying that it is still within
tolerance and giving it a visual inspection/cleaning.  I work for an ISO
certified company, and have had the "pleasure" of calibrating fixtures
before, and it was always easiest when all you have to do is verify a few
readings, give the fixture a quick hipot test, clean any dust out of the
inside, and send the fixture on its merry way.
