ALL laws and publications from the Federal Government belong to the
people of the US; and therefore cannot be copyrighted.  For example, all
Aeronautical charts, Loran charts, laws, regulations, and yes, even the
dreaded tax codes, are the property of the US Gov't.  And that, kind sir
is US taxpayers.

I learned this while I was writing the manual for the MNW-2980 Personal
Loran Receiver.  I copied parts of charts for instructional purposes, but
was told that, hey we  the people own it.
