Low voltage reading on meter

Have an SB 2000 putting out about 650 watts and the HV is only reading about
1000volts.  Have noticed the HV keeps dropping every week but ouitput stays
up there.  Can this be R3 & R4 resisterschanging value.  Any suggestions
where to look or how to confirm my suspicions.  Thanx muchly.
