Well, sort of.

Heath got its start long before that shipment of government surplus tubes.

Heath had a kit airplane back in the 1930's, long before the FAA had
rules to certify such aircraft. That's how the company got started and
survived until just after WW II.

The electronic kit business was a result of a windfall on surplus tubes.
The company just had to figure out what to do with them. The O-1 scope
was born and the rest is history.
