Load control thanks and need more info.

Thanks to all for help on load control for Dentron.
One of the plates must have been touching and I also found a short on a small
section of RG174 that was placed in the unit by pervious owner.
I replaced it and no more blown fuse.
The only problem left is that I still don't get the 500 watt output that
others claim they get.
On 14 meters I am only getting about 350 out on CW.
Is the 500 watt output being overstated by other owners?
Other bands also don't make 500 watts.
Hooked Dentron to a Kenwood and same output as with Heath.
Input from Kenwood was 50 ohm so no cutback from driver protection of Kenwood.
Dentron is 1kw DC input CW and 1200 DC input SSB.
The transformer is fine on the Dentron. The tubes are new but I did try
another set.
I got same output with new set.
The way I see it it can't be 100% efficient so how are those guys getting 500
watts out?
Could it be they are getting it on SSB?
I need an Elmer to give me a little education on this old sweep tube amp.
