forming caps?

Because I fix tube entertainment radios and a few ham rigs for friends,
I have soldered in a fair number of electrolytic caps. (I have often
wondered why someone didn’t pass a law to make them on plugs — a few are
— like tubes, instead of the wild tangles as actually installed). From
time to time I hear rumors about reforming el caps. Does anyone have the
straight info on this? Does it work? How does it work? Is it a lot of
trouble? If it is, why not just clip in a new one in 60 seconds and be
done?
