hw-101 cw

Hi all - I'm looking for help with my hw-101 - getting it key consistently
on cw.  when I key it, I always get the tone in the speaker.  however the
relays only kick over to transmit slowly (after about 5 or 6 dots) or not at
all.  Swapping out V-15 seems to cure the problem, but only for a
very short while - I can't believe it eats tubes like that.  If I do get it
to key, it drops out after only a fraction of a second - about the length of
a short dash.
Has anyone has similiar problems with their hw-101 or is this a quirk
special to mine?  I've got thru the cw circuit a few times without finding
anything obviously wrong, so its time to really dig
into it this go-around.
