Thanks to all who took time to reply with suggestions - I learned
a lot thru the excercise.  It was Mark - WB8JKR who was the
grand prize winner with this tidbit:
"Jim,  I think a mod that was done to those rigs was to
change the cathode resistor in the tone osc from a 1K ohm
to a 680 ohm unit and the osc would start much better."
That cured the entire problem and the rig works like it did when
first built.  I thought I had all the mods printed and stored with
my manual but obviously missed this one somewhere:-(   Anyway,
thanks again everyone as the suggestions led me to make several
other minor mods as well.
