[HeathKit] NE-83 neon

The NE-83 is a "circuit component type" neon, not a "indicator type"
neon.  What this means is that it is designed to be used as a low power
regulator, while the others are not.

The NE-83 has a firing voltage of 60 to 100 volts, and regulates at
exactly 59 volts.  It is also described as an ANSI 5AH.  There are a
number of other neons in the family but the NE-83 has the highest nominal
current by almost a factor of 10.  It handles 5 ma, while the others are
somewhere between 0.3 qnd 0.5 ma.

All info taken from a Sylvania miniature lamp catalog which, by the way,
lists the part number to order as 30783-0.

You might consider getting either one 60 volt zener diode, or if it's
critical, one 20 volt and one 39 volt diode and put them in series.  Half
watt units ought to be adequate.
