Help with HD-1410 Keyer

I recently acquired a HD-1410 keyer that is very nice and
seemed to work like the one I used with my HW-101.  The side tone
works but it doesn't key the transmitter.  Nor does it 'key' my ohm meter.

I think the output transistor is open.  Is it the transistor that has an
attached heat sink?

Is there another likely cause for this problem?
