Load Control Help Please!!!

Load control help.
I need help with the load control on my Dentron GLA 1000.
I know this is not a Heath but it is hooked up to one.
When I try to tune the amp. the tune control works on the money.
However, when I try to advance the load control I blow the fuse on the amp.
Example, on 14 meters the load control is to be preset at 5 and the tune
control at 14 meters.
To get maximum power out of the amp I have to turn the load down. I get
maximum power with load control at 0. If I then try to raise the load control
power output drops and I blow the fuse. This happens on all bands. The best
power output takes place with load control set at no more than 1. What gives
guys?
The amp. is looking at an SWR of 1:1. but blows fuse even on dummy load.
I have 4 new 6LQ6 tubes and the power supply is putting out 1200 volts,
factory spec.
I have checked amp for shorts and bad caps. Also, other HAMS who have used
this amp say I should be getting at least 550 output with 70 watts input. I
only get 380 at best with 100 watts input.
Seems all this is related.
If anyone can help I will be very grateful and I will have something to play
with this weekend.
