HW12A Modification

Is is possible to modify the HW12A for operation on
the Civil Air Patrol frequencies sucha as 4.506 Mhz?

I am looking for an inexpensive way to outfit our
cadet squadron with HF capabilities and hopefully
get some of the young cadets interested in Ham Radio.

Saw the HW-18-1 on ebay but went for more than I want
to spend.
