Have SB-102, Need help

Hi all.  I just picked up a SB-102 in fine condition.  It receives very
well but will not transmit.  The Hi voltage is there according to the
meter but there is no grid or plate reading.  All tubes tested good.
The transmit relay kicks in when it goes to tune.  Unfortunately the
person I purchased it from could not find the manual so I also need one
of those.   Any help would be apreciated.
