SB200 and other Heathkit circuit breakers

Ken,
        Thank you very much for that very informative dissertation
on the CB. My only question now is ..regarding the Trip time, where
Heath was..what 10.5 and the "standard" in stock was 11.2...
are those "specs" supposed to be highly accurate? in other words,
I'm asking if the 10.5 was "plus or minus" x number of micro/nano
or whatever ..seconds... or was the quality control so tight that
if the CB was to "break" at 10.5, they did that w/o failure on every
single one.....  I also wonder what the .7 second difference might be.
