HW-16 Alighment Question

Dear Greenies,
On page 43 of the HW-16 manual dealing with receiver alignment,
the steps for the 15 meter alignment do not produce the same results
as the alignment for the 80 and 40 meter bands. When I tune the slug
in L1 for a maximum reading on the VTVM, I do not get a narrow notch
or bell curve as I do when tuning L3 and L2. I used a signal
generator with each band injecting 3600, 7100, and 21,100 kcs. I
could tell there was a slight drop off of signal toward at least
one end of the slug travel in L1, but turn after turn in the middle
of the range of travel made little, if any difference. Is this normal?

Also, thanks to all for the feedback on the SB-230 amplifier- I feel
better educated on the subject now!
